Phil Goldberg is the office managing partner of Shook in Washington, D.C. and co-chair of its Public Policy Practice Group. With more than 25 years of experience on high-stakes and high-profile liability-related public policy, public affairs and public relations issues, he counsels businesses and their trade associations on the most cutting edge liability issues of the day, including countering unwise expansions of liability based on novel tort theories and procedural gamesmanship.
Since joining Shook in 2003, Phil has filed amicus briefs for the most influential trade and civil justice groups with courts at every level, from the U.S. Supreme Court to the U.S. Courts of Appeals and state appellate courts. He has testified before Congress and state legislatures, authored leading legal scholarship and spoken at judicial conferences. He works with the Progressive Policy Institute on providing a center-left voice on civil justice issues, has been named special counsel to a project of the National Association of Manufacturers on why litigation against energy manufacturers over climate change is misguided, and is a member of the American Law Institute, providing input on several Restatement projects.
Before joining Shook, Phil spent eight years as an aide to members of Congress and three years as a vice president of litigation communications for public relations firms. He received his law degree from George Washington University Law School, where he was Order of the Coif, and his bachelor of arts, cum laude, from Tufts University. He resides in Maryland with his wife Sue and three kids.
